To create and manage an Approval Gallery, assign a Standard User within your org the permission to "Manage Galleries for your account".
To send an Approval Gallery, invite a Talent User to your organization.
Gallery Manager Permission:
Users assigned to a role with the "Manage Galleries for account" permission selected have the ability to create and manage Approval Galleries. Account Admins will already have this box selected, though you can certainly create a custom Gallery Manager role and assign them the corresponding permissions.

Creating a Talent User:
Admin -> Users -> Invite New User -> Select "Talent" from Dropdown -> input email -> Invite
Once the User has accepted the invitation and set up their account, their Username will be listed in the Active tab. Talent users can be sent an Approval Gallery once they become an Active user.
Approval Galleries require an active Talent User in order to be shared.
What is a Representative User?
Representatives are Users who can action an Approval Gallery on a Talents behalf. They are linked to a Talent user when sharing an Approval Gallery. While Approval Galleries must be shared with a Talent User, Representatives are optional.
Create a Representative user the same way you'd create a Talent user, only select "Representative" from the User-type drop-down menu upon invite.
Admin -> Users -> Invite New User -> Select "Representative" from Dropdown -> input email -> Invite
